I have been looking into the Inertia Dyno a lot lately. This is probably a better way to go if you are going to be building a dyno. The total cost is going to come out close on each type, it just all depends on what parts you have laying around already. If you want to build an Inertia Dyno yourself this is the best (and only) website that I know of Do-It-Yourself Inertia Dyno.

To start with I am going to post the parts list of the parts I am using. In the parts list I am giving the part name, part number, vendor name, and price.
